No person, corporation, partnership, owner or occupant of land situated within the village shall suffer or permit any accumulation of waste, paper, hay, grass, straw, noxious weeds, litter or combustible or flammable waste or rubbish of any kind. All weeds, grass, vines and other growth, when same endangers property, is unsightly or is liable to be fired, shall be cut down and removed by owner or occupant of the property where it is located.
